Bringing professional education closer to every home
Har Ghar Vishwavidyalaya (HGV) is an educational inclusion initiative conceived by Clarion Consultancy Services Private Limited (CCS). It aims to connect students with suitable, recognized online professional degree programs and surround their learning with accessible local guidance, skill development and career preparation.
Our purpose is to bring learning opportunities from leading Indian universities within reach of households that cannot easily access them because of financial, geographic or family constraints. HGV combines the reach and flexibility of online learning with a human support network designed to help students move from admission to capability and career readiness.
The initiative gives particular attention to female students whose families cannot send them away for higher education, students from economically weaker households, and learners in remote villages, blocks and underserved semi-urban communities. It also provides a proposed pathway for eligible graduates seeking further professional education.
The proposed course portfolio covers Online BBA, Online BCA, Online MBA and Online MCA. Counseling will match each learner's qualifications, interests, affordability and readiness with available university programs. Admission criteria, program availability and the relevant academic-session recognition must be checked before enrollment.
HGV is planned to begin in Bihar through a phased rollout, with a longer-term ambition to extend the model across India. The focus is on sustainable student support and measurable learning outcomes as coverage grows.
District and block coordinators are proposed to connect with Gram Panchayats and urban wards, explain online education and identify interested learners. Family counseling will address course choices, practical requirements and the commitments involved in studying online.
Students will receive guidance on eligibility, university recognition, course structure, fee obligations and potential career pathways. Digital access and learning readiness will be assessed so that students understand what is needed before applying.
The proposed support team will assist with documentation, application procedures and learning-platform orientation. Universities will retain responsibility for admission decisions, academic teaching, assessment and degree awards; HGV's role is to facilitate guidance and supplementary student support.
Learners in similar streams will be brought into block-level digital cohorts for peer interaction, discussion, presentations and collaborative learning. Coordinator follow-up will help identify participation difficulties and connect students with appropriate support.
The model proposes English-language and personality-development support, followed by mentoring and placement-oriented preparation toward the concluding stage of the degree. Planned district hubs would add digital access, workshops and localized assistance as capacity develops.
A controlled pilot will test counseling quality, learner participation and support delivery. Feedback, attendance, progress and grievances will inform improvements before district coverage and the wider model are expanded.
HGV seeks to widen access without requiring students to leave their home communities solely to pursue higher education. The approach respects student choice, family circumstances and university eligibility while giving underserved learners a practical route to professional study.
Proposed coordinator support includes platform orientation, regular follow-up and help in directing academic or administrative issues to the appropriate university channel. Planned district hubs would support learners facing device, connectivity or study-space constraints, subject to local rollout.
The project proposes 12 months of structured support in two phases: 10 months following enrollment and two months near the concluding stage of the academic program. Practice in spoken communication, presentations, professional interaction and interview confidence is intended to complement the degree.
Block-level cohorts would give learners a local academic community for discussion, teamwork and communication practice. Final-semester mentorship by experienced academics and industry professionals is proposed for project feedback, corporate expectations and career guidance.
Career preparation would include CV development, project portfolios, mock interviews and guidance on suitable employment or further-study pathways. Outreach would consider Bihar-relevant opportunities as well as opportunities elsewhere in India. Employer connections and opportunities will depend on confirmed arrangements and learner suitability.
The operating model proposes clear support contacts, recorded concerns, escalation routes and learner feedback. Monitoring is intended to identify students at risk of disengagement early and improve the quality of assistance.
Studying from home can reduce or avoid the additional accommodation, meals away from home, relocation and routine travel expenses associated with campus attendance. Students still need to plan for tuition, devices, connectivity and any examination or attendance requirements.
Selected online programs may have lower tuition than their campus counterparts. HGV's affordability approach is to compare the complete cost of suitable options and explain fees clearly, rather than encourage a choice based on headline price alone. Actual savings depend on the university, program and the student's circumstances.
The project proposes exploring 36 manageable installments for Online BBA and Online BCA, and 24 for Online MBA. Availability, installment amount, additional charges and eligibility will depend on written university or financing-provider terms. These arrangements are proposed and should be confirmed before a student commits.
Online study may allow students to remain close to family responsibilities and, where schedules permit, continue existing work. This flexibility can reduce the disruption associated with relocation, although course participation, assessment and study-time requirements continue to apply.
HGV intends to complement the academic program with local guidance, communication practice, peer learning and career preparation. Any HGV service charges, inclusions or separately payable services should be disclosed before enrollment so that families can assess the complete commitment.
The project's '₹10 lakh to around ₹1 lakh' expression illustrates the possibility of a substantial reduction in the overall educational burden for selected pathways. It is not a universal course price, guaranteed saving or offer of free education.
The Bihar planning model targets 28,959 student enrollments: 24,159 from rural areas and 4,800 from urban wards. The proposed support architecture covers 38 districts and 534 blocks. These figures describe intended scale, not admissions or operational coverage already achieved.
The model uses 8,053 Gram Panchayats, with a target of three learners per Panchayat: two in Online BCA and one in Online BBA. This corresponds to 16,106 proposed Online BCA learners and 8,053 proposed Online BBA learners. The urban model uses 4,800 wards with one learner per ward; the urban program mix remains to be allocated.
The initiative aims to increase informed access to professional study, improve participation by female and disadvantaged learners, strengthen learning continuity, and reduce isolation among online students. Communication development and mentoring are intended to improve confidence and workplace preparedness.
Results would be assessed through confirmed enrollments, participation and continuation, completion of support sessions, baseline-to-endline communication assessments, student feedback and grievance resolution. Career progress would be tracked through verified interviews, internships, offers and further-study outcomes where available.
A successful Bihar pilot would provide evidence for refining the operating model and planning expansion to other states. Expansion would be phased according to student needs, delivery capacity and confirmed resources.
Geographic counts are inherited project-planning inputs and require validation before rollout. Numerical learning and career-outcome targets will be set after a pilot baseline. Admission, degree completion and employment remain subject to eligibility, performance and external requirements.
Under Regulation 22 of the UGC's Open and Distance Learning Programmes and Online Programmes Regulations, 2020, qualifying undergraduate and postgraduate degrees awarded through recognized online provision are treated as equivalent to corresponding conventional-mode awards. Students should verify the institution, exact program, delivery mode and relevant academic session on the UGC-DEB portal before admission.
Ask for written information on admission eligibility, program duration, teaching and examination arrangements, total fees, installment conditions, refund rules and the HGV support services available in your area. Recognition does not remove the need to check the specific requirements of employers, competitive examinations or further-study institutions.
HGV is presented as a proposed, phased initiative. Local cohorts, training, mentoring and district hubs will be made available according to confirmed rollout arrangements. University and employer associations will be communicated when established. Career support prepares students to compete; it does not guarantee a job.
Students and families may contact Clarion to understand the proposed model and request information about applicable programs and local availability. Educational institutions, mentors and community organizations may also inquire about potential collaboration.
